The following new ADRs were
signed by Minister Fletcher on 25 August and came into effect 20-22
September, following registration on FRL.

The changes were part of a restructure of United Nations (UN) Regulations for
light vehicles. The UN split off BAS and ESC systems from braking regulation
UN R13-H and established these as separate UN regulations UN R139 and UN
R140. Part of the reason for this restructure was to facilitate International
Whole Vehicle Type Approval (IWVTA). As the changes relate to harmonisation
to facilitate IWVTA, there is a new model date of 1 July 2019 (coinciding
with the expected full implementation of IWVTA) but no all new vehicles date,
as IWVTA will in itself be optional for manufacturers to use.
